Mouse scroll question

I have Vista Home Premium and the MS Wireless Optical Mouse, and don't know if
this is a Vista or mouse issue. While viewing web pages (with either IE or
Firefox) and I scroll to the top and keep scrolling, the screen jumps down
2-3 lines of text. Any idea what's going on with this?
