I then reconnected my keyboard that I normally use but the Windows settings (Appearance) didn't change back. I tried system restore, that didn't change them back either. I manually changed back the ones I knew how like theme but when I restart or even just logout and back into my account, I see that the settings didn't save. I activated a guest account which I then logged into, and the Windows appearance settings were fine on it.
