I'm building a gaming computer and i'm only missing the hdd and ssd now... i've already decided to get the 64gb m4 crucial ssd for the intel smart response... however for the hard drive.. idk whether to get a 7200rpm or 5900rpm hdd.. would the speed of the hdd affect the speed of the srt?

Don't worry about the rpm difference. Worry about the price.

Due to the high HDD price. I suggest 128GB SSD and just use that.

Hang on to your old HDD for storage.

Later when HDD is cheaper, put extra HDD in for storage and no SRT.
