Cox internet community tucson

Have been having serious problems with Cox Digital Cable: on certain channels the image will freeze. Sometimes it will pixelate and then freeze. THIS IS UNACCEPTABLE! I watch lots of sports and it makes it impossible to watch. I have switched out the box, replaced all the cables coming from their line, had a technician out here twice (same moron both times who stole an iPod charger on his last visit), and switched TVs. I'm am this close to canceling my long time subscription and ending my relationship with Cox entirely. Can anyone offer any help? Does Cox need to replace the line coming to my house?
