Best transparent Internet Filter?

I'm looking for the best Internet web filter available for Windows XP
that provides the ability to be as transparent as possible. The idea is
to be able to manage a filtering system without worrying about computer
savy kids figuring out how to get into it and take control. Ideally the
filter would not show up anywhere in the windows GUI; for example, no
icons/shortcuts or menu items created. If it can't be completely
transparent, at least something that can be configured to be highly
obscure.

Thanks in advance for all advice. Would appreciate information from
people who've actually had success with software that provides what I
need, if not something as close as possible yielding the best results.

Norton Internet Security is a good idea. Although it's not as transparent as
you describe you want it to be, it does have an excellent parental control
system.

The updates for blacklisted websites come weekly with your virus
definitions. Here is my suggestion if you want your kids to be filtered
without allowing them to change settings:

- Create a Windows account for each of them, and password protect your own
with a password they will never think of. Your children's accounts shouldn't
be administrator accounts if they don't have to be. If you are using XP Pro,
you may want to set them as a User instead of a Power User or Administrator.
For XP Home, a Limited account might be best dependent on the kid's age and
computer intellect.

- install Norton Internet Security and tell it to use the same accounts as
windows has.

- In the Parental Control options, se them to the appropriate level (Child,
Teen etc, anything but Adult and/or Supervisor). Make sure you are the only
Supervisor.

This way, they will know that the filter is there, but due to the
restrictions on their windows account and the Norton Accounts they can't do
anything about it.

Norton Internet Security retails for about $90 CDN or $65-70 USD.
