Is it possible to build a PC that I can use as a surround sound receiver?
Something where I could run the xbox and cable audio to the computer and then have my surround sound speakers hooked up to the PC?

Not really. A receiver includes the amplifier, and no standard PC would have anything close to that kind of power output for speakers. Why not just buy a genuine receiver?
