What's the difference between a mobile web cell phone and one that hasWi-Fi conn

Please can anyone out there help me. I'm not sure if this is an iPhone I'm looking for but I would think it is, but seeing as I'm not up on all the terms here which of these words will help me to buy a cell phone that I can get onto the internet anywhere at any time without having to be at a free Wi-Fi spot, mobile web, mobile web access, Wi-Fi connectivity, or are all these the same? See I have no idea, if none of these are what I'm looking for can you tell me what I need to look for?

Yes you need a phone that connects to wireless 3g or 4g networks. Wifi networks are the ones you find at homes, business, and coffee shops. 3g networks are driven by cell towers so they are slower, but have much greater range.
