What can i upgrade to make this computer a better gaming pc, my budget is about 1500$.

Don't waste your money yet on upgrading, that system will run any game on playable settings and then some.

Wait for a generation of video cards and CPU, and for games to be made to run on those.

There's nothing really to upgrade if your goal is simply better gaming performance. But by replacing those 2 low-mid range graphic cards with a single hi-end card, you will loose most of that micro-stutter you are probably experiencing.
