Need to set power option for all users

We have a few XP Pro machines here. What I'd like to do is to be able to set
the power options for ANY user who logs in. I want the machine to have the
'Always On' scheme applied for every user.

Can I/ how do I do this? I can do it as admin, but then when I log in as a
general user, the scheme changes. Also, most users that use the pc are in
the 'USERS' group, and arew unable to change the power scheme.

How can I make it a universal setting, regardless of who logs in.
