I'm building a new computer and i want to transfer my itunes library, complete with album artwork, lyrics, etc. What would be the best way to do that?

Would it keep all the lyrics if I just copied the Itunes folder to a DVD-R?

I don't know how big your collection is, but a flash drive would do the job.

Yes, it will run seamlessly. All the music you put on the ipod is fine, the change in PC will have no effect on that. Itunes can manage your music on your PC. Through itunes, you will be able to add and remove songs as you always have, no format of the ipod needed.
