Recovery console

Utilizing my windows xp home operating cd, I am able to get into
recovery console. I am locked out of logging on to windows due to
error message of " the local security policy of this system will not
allow you to logon interactively" . Safe mode gets me the same
message as administrator. Can I change the local security policy
through the recovery console?
