Does anyone know how to decode the flashing sequence of DELL laptop battery LED?

Mine is an Inspiron E1505. I just installed a new battery. The battery charge is 100% as per the meter on the battery, as well as Window's battery meter. However, the battery LED flashes (green) at about once every 10 seconds. And the computer does not work if I remove the AC power.
