i have a good computer that i am sure can play blu-ray if i get a drive but i am not sure if my samsung T220 22" 1680x1050 can play blu-ray movies. so can it?

Yes, the Samsung T220 has HDCP support and your video card also has HDCP support.

However, the current HD video standard is 1920 x 1080. In order to fit your screen the resolution will be down graded to 1680 x 1050 to fit your screen. You will take a small image quality hit because of it.

is the loss of quality bad enuff to notice or is it still worth it to get the blu-ray drive

I don't know. It depends on the monitor model, some models can handle image scaling better than others.

I assume it should not be too bad in general if companies are incorporating HDCP in 22" monitors and not very many people seem to be complaining about down scaling video quality.

It won't be too bad - it'll still be razor sharp compared to standard definition DVDs at 720x480 or so.
