How do I start wndows7 with x windows system32 cmd exe

My hp laptop is stuck on this screen and I don't know how to fix this..... I have 1 laptop and an iPad can it be fixed

Can you start in Safe Mode ? F8 on boot, choose safe mode.

Wow i haven't checked this email in a long time. Nope safe mode didn't work either. The company ended up sending recovery disks and that didnt work either. Eventually we had to send the whole laptop in. No one knew how to fix the problem before that even the hp telephone support. We ended up getting dispatched to a supervisor and he had us send it to him He wanted to fix the problem personally. It works now . But not quite really the same. Thanks U for trying to help
