Manually turn on and off an USB port

I know that I can turn off the USB port from the notification area, but is
there an easy way to tunr on and off an USB port manually form windows or
using an externel program? I(If I have it tuned off I also want it to be
turned off after a system reboot)

Hello, yes you can.

Start
-> Right click My Computer
--> Click Properties
---> Click Hardware
----> Click Device Manager
-----> Right click on the device and click disable.
