I need to create a theme for astronomy use. What I want to do is create a
new user so when I change users, the new theme is strickly monochromatic in a
red spectrum (to allow use of a computer without effecting night vision.

Any one have any tips?

this is very interesting.
You have 3 ways in doing this...

1)one way is to make the theme manualy changing the
elements in a classic theme (this is somewhat easy)
2)Another way it to edit a visual style theme (say luna)
so it will have ony one color
3)You can use a program that will filter out all the other colors in your
screen thus, there will be no need to make a theme, you will just switch
into that monocromatic monitor mode.
