Win XP Multi-link question

I have two internet accounts, two modems,and two phone lines and my isp do not support multi link connections. I can dial and connect both modems at the same time. Both seemed to get use by one program or another. EX. My Download Accellator uses modem#1 while Internet Explorer uses Modem#2.
Is there any sotware or means of utalizing both modems at the same time of my end since the ISP is no help.
