Anyone know of a relatively modern free tuner program that has similar features to ATI's Multimedia Center? Preferably with some kind of program guide?

Might want to check these forums:

They were a big help when I set up my HTPC. I think there were some free apps that I came across. But I ultimately decided to buy SageTV. It was worth every penny. Though I think it was only $60 when I bought it.

Everything I'm seeing for screenshots is fullscreen, the card comes with BeyondTV which is excellent in full screen and using a large window. I'm looking for something a bit handier for use from a small window.
