Will most PC3200 modules run as low as 266mhz/PC2100?

All modules are rated at the maximum gaurenteed operating speed. There is no minimum. PC4000 will run at DDR200 (PC1600 speed) if you want. PC133 will run as PC66 if you like, etc.

ok, so even if there's a PC2100 module in the board already, it won't cause any problems/conflicts?

Not so long as BIOS doesn't object. A few boards only allow you to run certain approved SPD values based on what BIOS allows, most boards don't have that limitation.
