How do you make the bottom Scroll-Bar bigger?

You must be talking about the Taskbar on the bottom of the screen, right?
Hold your cursor on the top edge of the bar so it becomes a double arrow
and drag it up to make it bigger. Do the reverse to make it smaller.

Right-click desktop > Properties > Appearance > Advanced

Choose "scrollbar" in the "Item" dropdown box

Adjust size > Apply
