Why does my page highlight blue with erratic cursor movement?

I have a new dell inspiron laptop.
It seems to be a dual vista/windows 7. I am used to XP.
When using IE my cursor movements often highlight the text blue in blocks of color and cursor movement becomes erratic - sometimes locking.
Probably obvious I'm not a whizz but any ideas would be gratefully welcomed

Sounds like a mouse / touchpad [driver] problem. A stuck left button will cause the highlighting. If you can turn down the sensitivity of the touchpad, that may help; or disable it entirely and use a mouse.

Thanks but mouse option not available as disabled ... me, not button that is ... )
I also get 'pointer unavailable' sign at same time.
Seems to only happen in IE ...have searched their troubleshooter but no luck.

Any more ideas?
