There are several scanner/printer combination within your budget.
I would avoid all of them.
The price is intended to pull you in -- they'll make the money later on inkjet refills. Also these are complicated designs cheaply built -- a recipe for trouble. Further, if one part of the machine fails, you are then without the other part while repairs are attempted.
If you need to print mainly in black and white for text, I would spend your budget on a simple mono laser printer. Generally reliable and far cheaper to run.
Add a separate scanner -- Epson or Canon -- later.
