My sister's Net book has so much garbage on it from downloading trials, games, speedup programs. and others to the point I find it hard to clean out the the bad programs. I thought about rebooting until I read some of the troubles other's are having to retrieve drivers and selecting proper boot devices.

That's because nobody posts his successful reset to factory here! :)
Basically preparation for the task is all you need. Do you have a DVD with the windows installation or is it a restore partition on the HDD? And do you have the driver DVD that came with the netbook? If not you should download the drivers from the manufacturers support page and store it to a flash drive / USB stick before you start. Most importend is the network / wifi driver to get back on-line after the reset.
