You need to be more specific. What laptop are you using? What do you mean the laptop's cooling fan doesn't work? Are you talking about the CPU fan? Stuff like that.

Some laptops do not run the fan until the temperature reaches a certain point.

If its that it should come one when the system warms up. If not, the fan may have failed. In that case you would need to get a new one. Laptop fans come in all shapes and sizes, so contacting the laptop makers may be an option.
