Hello, I have mini dv's with videos on, unfortunately my dv camcorder broke and I am unable to fix it. Is there a tape deck or any other way of converting the dv to my computer.

I suspect the easiest option is to buy a cheap secondhand camcorder just for use as a player but make sure that it can connect. There is plenty of software out there for inputting to a computer and, for example, exporting to DVD.
