Standby, when I say shutdown?!

When ever I do shutdown from windows it puts the sytem in standby. the only way I can get a true shutdown is by unplugging the psu, or manualkly turnign it off w/ the power button. system: Athlon xp 1800, 384MB RAM (DDR pc2100, ata133 40gigHDD, VIAKT266A mobo, XP Home.
