I noticed lately that when I click on URL it opens on a small screen instead
of full screen. How does one open a new window on a full screen?

If you open IE (I'm presuming that's your browser) and maximize the window,
and then close it, what happens the next time you try to open it? (either
directly, or via a link)?

What browser are you using. Internet Explorer?

If IE then drag the window borders with the mouse to the max.
Do *not* use the "maximize" button in the upper right caption
bar. Hold down the [Ctrl] key and close the window via the X-
button (upper right). Next time, IE should open the window as
desired.
