It's a bit hard to send a recovery partition for Windows 7 because
A. it would be pretty large
B. it depends on your computer


Contact your PC vendor for help with this.

He is not looking for a file recovery program but a "recovery partition" which is the base OS setup the vendor puts on the drive to restore the laptop to factory new setup.
