What could cause this?

Wasn't sure where to post this since im not sure what the problem could be, so sorry in advance if this is the wrong forum. =)

Was just wondering if anyone knew what could possibly cause a screen like this. The computer is a dell as is the monitor, i've just never seen anything like this before.

Dead or dying graphic cards tend to look like that.
