Where can I purchase a cooling fan for a Dell Dimension 4550 with 3 pins .85A

You should be able to use any fan which has three wires available at a decent computer or electronics hobby store -- save the old fan because you may have to re-use the connector. If you can't solder, use a screw terminal block connector -- plastic strip with metal screw connectors which you buy in lengths and cut to suit.
