Phase Problem

Hello there I am using a Dell E173FP and have run in an issue with the phase. Lately it seems that no matter how much I tinker with the the phase and pitch clock, I can't get it right. My monitor's refresh rates are 60/70/72 I never had any luck getting 72 set right so I kept it at 70Hz and it worked fine. But now, no matter what frequency I set it to and how much I adjust it, the phase still isn't right. On the analog test screens I get it set to where it looks right but when I go to a plain darker screen, black or gray or something I can see the lines moving up and down the screen. It'll disappear sometimes then come back. Just wondering if thing is wearing out or if its on its way out. Let me know what you think.
