You should contact Toshiba ( maybe, with proof of your purchase ) and ask for Windows install media. You may have to pay for a fee for the disk, though.
If you installed the OS ( Vista, in this case ) from a retail disk, then you can borrow the same disk from a friend and copy it. You can use it to install Vista using your original product key. I hope you haven't lost your Product Key, either.
