Slow sound shortcut

I usually open the sound options to change from speakers to my Samsung tv, recently the shortcut as well as the program in the control panel has taken about 1 minute to appear. Usually it was more around 1 second so I guess this is slightly alarming. I would like to know if there is anything that can be done about that.

often delay starting caused by security/firewall/antivirus programs

to test for that need to pause/disable any such program for bit, and try to start one that gives you trouble
