can i transfer files from a pc that wont boot (laptop) to another pc (desktop)?

The fact that it won't boot doesn't have to mean that the files on the drive cannot be accessed but programs on it will not work.

Probably best to dismount the drive and either mount it as a slave or secondary in the working computer or buy a an IDE (or SATA) to USB adapter and connect it to the other PC that way.
