I seem to be missing bits on top and bottom of screen. The appear if I set mouse at top of screen but disappear when I remove mouse

Your Problem not totally clear.

Check Screen resolution. Right click on desktop. Go to Properties - Settings and lower your screen resolution.
If this does not do the trick
Right Click On a blank area of the Task Bar at the edge of your screen, which you indicate appears when mouse is taken there.Click on Properties. Un tick the "Auto Hide Task Bar"
