Why do the tool tips sometimes appear behind the task bar? I like to hover
over them for a brief description of what they are.

This is an old bug that was never fixed and now with MS preparing Vista,
it never will be fixed. You just have to live with it.

Logoff then back on sometimes fixes it, until the next time.

I have found that putting the taskbar in its own process reduces this
problem significantly. It also seems to "cure" that 4-5 second lag that
occurs right after startup before the desktop can be used. Try these two
reg settings:

Windows Registry Editor Version 5.00

[HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer]
"DesktopProcess"=dword:00000001
"SeparateProcess"=dword:00000001

[HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\BrowseNewProcess]
"BrowseNewProcess"="yes"
---------cut---------
