Possible PC Threat?

'Against Cybercrime Association'
When I started my PC, this displayed in a box in the corner, no X to delete. Unable to start the internet or task Bar, just as if you did not try.
Clicked on the message, states my PC is at risk, they work with MS etc etc, and I need to do a scan - now or remind me later. If you go for the latter your PC stays locked down. In the end I did a system restore back two days, and it seems to have gone? Anyone seen this before.

It sounds like you have some malware. Run through the malware guide in my signature. That should take care of it.
