Outdoor camera in the middle of a canola field

I am looking for a camera that goes outside, the lowest temperature will be around -40C. Ideally for it stream live video onto the internet or upload a picture every half an hour. Problem, no power source or cable internet connection. Internet would be provided via wifi. Keep in mind this would be in a middle of canola field in northern ontario, canada.
