Start Tooolbar not working

Hello,
None of the items on the toolbar will open--anyone know why?

explorer.exe has not loaded properly

I would boot from the windows DVD and run - fix system errors

Try to create a new toolbar. Right click the taskbar, select New toolbar, select a folder to use. If you can't open the new toolbar than either another background app is using all the memory and the desktop is not responding or there is a system file error with explorer that needs to be fixed with a system restore or disc check.
