Windows 2000 keyboard selection

I have an old IBM X20 laptop with docking station and am trying to connect an external PS-2 keyboard. Plugged into the docking station, the keyboard lights up, but pressing the keys does nothing. I don't remember much about Win 2K. Is some action required to activate auxiliary keyboards?

A standard U.S. keyboard works OK. The keyboard I'm trying to get working is for Chinese (Pin Yin). As far as I know, the keyboard codes are the same, only the key caps are different. OS language is set to traditional Chinese.

Turns out that the Chinese keyboard was defective. Replaced it and everything is working now.
