Tonight I tried opening a chm file and it failed, with that error message.
This happens for any chm file I have tried. I don't know when this broke, I
know I used to be able to open chm files with no trouble but I can't
pinpoint the last time it worked.
I've searched around and found some references to this, but no solution --
the only relevant MSKB is for Win98. I tried regsvr32 hhctrl.ocx, deleting
the hh.dat files, clearing IE's file cache; nothing has helped. I haven't
made any significant recent changed to the system that I can think of.
Any suggestions are appreciated -- this is will be a problem if I don't
resolve it, and I can't think of what else to try.
I'm running XP Pro/SP2, fully patched through Windows Update.

The .chm files are local (but I ran into the network share problem at work
last week though!)
But regsvr32 itss did the trick!

Hi Ramesh,
I had a similar problem. All the .chm files I downloaded can't open. I
don't get any warning message though and the command you suggested
doesn't seem to solve the problem. What I get is "DllRegisterServer in
itss suceeded", but still won't open the files. What could be wrong??!

What's the Service Pack and Hotfix level of your system? Right-click one of
the downloaded .CHM file and choose Properties. Click the Unblock button if
one is available, and click OK.

After trying every possible fix out there, re-installing files, reinstalling hh.exe, registering the files again and so on... nothing worked. Kept on getting the same error message:
Can't open chm files: "Cannot open the file: mk:@MSITStore..
I finally found out that the error was caused because the name of the directory containing the .chm files
had non-English characters. After changing the directory's name to simple English - everything works.
Hope this helps any of the frustrated people out there looking for a solution,

Solution: Modify the ItssRestrictions registry entry to enable a specific security zone.
Follow these steps:
1. Run 'regedit' command from the command line.
2. Locate and then click the following subkey:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\HTMLHelp\1.x\ItssRestrictions
Note: If this registry subkey does not exist, then create it.
3. Right-click the ItssRestrictions subkey, point to New, and then click DWORD Value.
4. Type MaxAllowedZone, and then press ENTER.
5. Right-click the MaxAllowedZone value, and then click Modify.
6. In the Value data box, type a number from 0 and 4, and then click OK.
The values settings are
0 = My Computer
1 = Local Intranet Zone
2 = Trusted sites Zone
3 = Internet Zone
4 = Restricted Sites Zone
I have had this problem of not being able to open any .chm files for years. It didn't matter much except for using Quickbooks accounting, it was a nuisance not having any help files, which were all .chm files. Even other .chm's wouldn't open when I found some on my c: drive using explore. Enquiries via quickbooks forums indicated that the problem was with some new windows security updates, but I since upgraded to the newest Quickbooks and still the problem persists. However, doing the above except the last one about zones, has given me the ability to open other .chm files, but not the quickbook ones. I have even been sent another's hhctrl.ocx file in case mine was corrupted. Still no difference. I have a stand alone pc with internet access, using windows xp 5.1 serv. pack 3. I don't know when serv.pack 3 downloaded, but maybe that fixed the access to other help files, I don't know, as I haven't tried to use other .chm files for ages.
Any solutions dear people?
