I want to use very row low refresh rates in the range of 20-35Hz @ native resolution on Dell E198WFP and E228WFP. I will be connecting it to a DVI-D out of an embedded graphics card which can't handle 60Hz at native resolutions of these monitors.
1. Will the monitor display in such settings?
2. Will it damage my Panel?

I want to run it for around 100 Hours (not continuously) in such a setting.

Using low refresh rates with damage your eyes, you should just run a lower resolution at a higher refresh rate

Not true on an LCD.

Why don't you think your card can handle 60Hz at those resolutions?
