Ok, so. I've had this laptop about 3/4 weeks now and ive noticed something bazaar. During its usage I leave it plugged in and during this time I expect the battery to stay at 100%, however I have noticed windows 7 saying it is "Plugged in but not charging" Then once the battery reaches 95% it starts to charge again. Is this normal for my specific laptop? My previous laptop (Toshiba Equium) never did this so this is totally new to me. Is it some sort of special feature built into the laptop to stop the battery from "Over charging". I hope someone understands what I am saying... and can verify that I am not the only one with this strange feature/issue (maybe)

Its perfectly normal, most laptops do it theses days. Your right on the over charging bit, it can damage the battery if it puts power into it when there's nowhere to store the power. As long as its not having an effect on the laptop I wouldn't worry.
