What is Isass.exe??

I'm running WinXP Pro and noticed that whenever I was doing nething CPU intensive (gaming...) whatever I was doing would sometimes slow down for 5 or 10 seconds then go back to normal speed. Like I'd be playing a game at 60fps, then it would become all choppy for no reason then go back to normal after 5 seconds. I decided to see what was using the CPU and I found that every once in a while in the Task Manager a program called Isass.exe under the username SYSTEM using 1,032kb of RAM would put a heavy load on the CPU for several seconds then go back to using 0 CPU power. What is this program? Why is it stealing my CPU power at the worst times? And how can I disable it?

it's actually LSASS.EXE which is the IPSec driver. <A HREF="http://www.blkviper.com/WinXP/service411.htm#IPSEC Services" target="_new"><font color=red>Blkviper</font color=red></A> says its normally not necessary for the average user. (you can turn off the service)

Hey, thanks for the advice but how do i turn it off? I can't end it from the task manager b/c it says it's a critical system process and I tried running msconfig, looking under the services tab, and de-selecting IPSec Services but LSASS.exe is still running when I restart...
