Wd1600b015 external drive not getting full capacity of drive

I have a Western Digital 160 GB external USB hard drive. I put 120 GBs of files on the drive and it will not accept any more files without removing something. I have contacted WD support and they have sent me answers having nothing to do with my problem. Any ideas why I cannot use the full capacity of the drive. I run the WD diagnostics and it says everything passes. It is formatted FAT32.

How much of the capacity have you already used before trying to pass the 120GB?

A 160GB should have a real capacity of 149GB.

A hard drive will never have the capacity written on the box, because of base transferring issues.
