Can you be more specific; where are you from? What is you currency and it's value against the US Dollar?

I think it will be very hard for someone that is limited by his budget to buy a computer that won't need an upgrade in the next 5 years.

About the HD5770, it depends on your budget, but it is a good graphic card.

About upgrading your current Pentium 4 with a new graphic card; its not recommended for the simple reason the it will make your CPU the bottleneck of the system, and the whole system won't change by much.

There isn't much more to tell.
