Help With DVD in Vista

I can't use my DVD drive. I get this message in Control panal - Windows cannot start this hardware device because its configuration information (in the registry) is incomplete or damaged. (Code 19)

I have uninstalled and reinstalled the device, tried updating the driver but nothing works. I read some blogs that seems to say this is a known issue with Vista and some devices. Ironically, I am trying to update to Windows 7 but can't load from the DVD.
Any suggestions?
