my cpu is not running at full speed

I built my own computer and I got a soyo dragon lite and a Pentium 4 2.40GHz processor and when my computer boots up it shows it running at 1.8GHz How do I change that so I can get the full speed of the processor?

change FSB from 100 to 133

OMG Soyo's P4 boards are for people who know nothing about hardware, they should have made that one automatic for you. I doubt any knowledgable person would actually buy that garbage except for the purpose of supporting VIA's war against legality.
