We upgrade to Windows XP or Windows 2000 on most of our rebuilt computers.
The installation disks we have are older and still has SP1 (for both
products) and IE5 for the Windows 2000. So once I go through the install
process I then have to upgrade to SP2 or SP4. Is there a cheap way to get a
new version of the Windows disk?

You can slipstream SP2 into Win XP. See the Following:

Create slip-streamed installation cd's:

Get the XP SP2 CD for free:
http://www.microsoft.com/windowsxp/downloads/updates/sp2/cdorder/en_us/default.mspx

I don't know if SP4 is available for free. You may have to pay shipping and
handling. Someone might know that one for you though.

Hello Nikki,

Download Windows 200 SP4
http://www.microsoft.com/windows2000/downloads/servicepacks/sp4/default.asp

Download Windows XP SP2
http://www.microsoft.com/downloads/details.aspx?FamilyID=049c9dbe-3b8e-4f30-8245-9e368d3cdb5a&displaylang=en

After downloading the service packs, you can slipstream them and burn it into a CD-media. One very
good tool to do this is Nlite:

You can create a new install CD which contains the latest service pack
installed on to it. This is known as "slipstreaming". If you have troubles
doing the manual method, look for Autostreamer. This utility will create a
new ISO image which you can then burn to a CD. It is supposed to work with
2000/XP/2003 but I just used it for XP so far.
