When on the pc the massage is showing as smart bios rom dissanled then it showing cntl+alt+del to restart the pc

Maybe you need to reset the BIOS to defaults -- the motherboard will have a jumper for that near the BIOS backup battery or near the BIOS chip. It may be labelled or you need to read the manual for your computer's motherboard.

If not possible, removing the coin battery from the motherboard and shorting the two terminals of the battery holder may have the same effect.
